The Every Child Matters (ECM) green paper identified the five outcomes that are most important to children and young people:
- Be healthy
- Stay safe
- Enjoy and achieve
- Make a positive contribution
- Achieve economic well-being
The Government's aim is for every child, whatever their background or their circumstances, to have the support they need to achieve these outcomes. The SOUL Record is a tool that can be used to measure these five outcomes.
